The following are the categories of illegal workers who are qualified for amnesty program according to the Ministry of Labour.

1. Workers whose labour cards have expired but are still in the and working with their sponsors.

2. Workers who are still in the country but are not working with their sponsors.

3. Workers who are outside the country.

4. Workers who are registered at the establishment's file in the Ministry of Labour but do not exist.

5. Workers who are not registered at the establishment's file in the Ministry of Labour.

6. Workers who are absconders.
