H.H. Sheikh Khalifa Bin Zayed Al Nahyan, President of U.A.E. and in his capacity as Ruler of Abu Dhabi, has issued a new law regarding procurement, tendering, bidding, and warehouses in the emirate of Abu Dhabi. The new law which negates the existing law of 1977 is aimed at decentralizing government procurements in a way that will hit a balance between powers and responsibilities and eventually achieve the following goals:

• Improve procurement system and introduce finest practices.
   

• Create a legal mechanism for improving performance when and if necessary.
   

• Use of latest technology with regards to e-procurement and e-government.
   
• Improve efficiency in handling procurement tasks.
